If you meet the program’s conditions, you can submit an application for permanent selection and obtain a Certificat de sélection du Québec (CSQ). Among other requirements, you must:
- be proficient in spoken French if you are submitting an application under the Francophone profile.
- hold or have accepted a job in Québec’s artificial intelligence, information technologies or visual effects sectors.
- All foreign students who obtained a diploma eligible under the PEQ or will obtain one by December 31, 2020, can submit an application for permanent selection based on the selection conditions in place before July 22, 2020.
- Temporary foreign workers who hold a valid work permit or another authorization to work under the Immigration and Refugee Protection Regulations (SOR/2002/227) and who were living in Québec on July 21, 2020 will be able to submit an application for permanent selection based on the conditions in effect before July 22, 2020.
- The Ministère will continue to accept the attestation of successful completion of an advanced intermediate French course as a document that can be submitted regarding knowledge of French if the applicant has already passed this course, was attending the course, or had already registered for it on July 21, 2020.
- The requirement of level-4 spoken French for the spouse or de facto spouse will come into effect after the implementation of this regulation, i.e., on July 22, 2021. A spouse or de facto spouse who is included in the application for permanent selection of a temporary foreign worker who held a valid work permit on July 21, 2020, does not have to demonstrate knowledge of spoken French, regardless of the date of submission of the application.
- All applications submitted before the date on which the new regulation comes into effect will be processed according to the conditions in effect before July 22, 2020.

* If you have advanced intermediate knowledge of French, that is, level 7 or 8 of the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes or its equivalent, you can submit an application in Stream 1 of the Entrepreneur Program and the Self-Employed Worker Program at any time between November 1, 2020 and October 31, 2021. Your application is not subject to the rule on the maximum number of applications that will be received or the application intake period.
